In which moment of Long-events phase the long-events should be discarded?
We will not speak of such things even in the morning of the Shire.

I would say the rulebook is inconsistent. But the most precise language seems to be:
MELE: Full Player Turn Summary wrote:Long-event Phase
First, remove all of your resource long-events in play.
Then, you may play any new resource long-event cards.
Finally, remove all of your opponent’s hazard long-events.
So I would conclude the moments chosen for these during the phase are at the resource player's discretion, so long as they occur in this order.

Now question is: how long a player can stall?

Answer will be usable for purposes of performing a dice-roll caused by A New Ringlord.
The White Hand: A New Ringlord
Resource: Permanent-event

Playable on your Fallen-wizard if he has The One Ring at one of your Wizardhavens [W]. Only one A New Ringlord may be played in a given turn. Make a roll during each of your end-of-turn phases if your Fallen-wizard is at a [-me_rl-] where information is playable. Add 1 for each A New Ringlord you have in play. If the result is less than 6, your Fallen-wizard is eliminated. If the result is greater than 9, you win the game.
Quite seriously. There is a class of actions: mandatory, not triggered, not declared.

CoL Tournament rules have a stall clause, so until they get reported and observed.
