Rogrog & Gothmog in game against minion player

Does it count as having an effect on Ringwraith players?

Yes. You and your opponent decide before you play.

Sauron's servants would not attack his other servants (agent characters or hazard agents) with a hidden knife.

Still agents (played as hazards) can tap to make certain creatures playable at minion company's new/current site.
Not explicable at thematic level in other way than imperfect flow of information between agents and their principal.

It does make a lot of sense tapping Golodhros at Barad-ddûr for playing Umagaur (and after him a lot of stinky angry Orc and Uruk Lieutenants) to a sitting Ringwraith waiting to speak to his master... and killing him.

Who knows?
Maybe hero/fallen opponent knows/suspects that his minion opponent wants to play Golodhros as character/hazard and wants to spoil his plans?

Anyway, regardless of motivations, main question remains: whether he is allowed to do it according to the rules?

Also someone may want to eliminate a manifestation of Lieutenant of Angmar and he will not hesitate to sacrifice an innocent Rogrog in order to achieve this goal.

The Designers specifically let agent hazards be used against minion players. No surprise that an agent turns out to be a double agent, or that orcs are easy to stir to rebellion. This happens several times in The Lord of the Rings.

In multiplayer game there may be one minion player and two hero players.
If hero player plays Rogrog against hero player's company, does it count as having an effect on Ringwraith player? I.e. is it allowed?
If it is allowed, then how to determine whether playing Rogrog according to Hidden Knife counts as as having an effect on Ringwraith player?
