chain of effects

this is a doubt of a chain of effects, the scenario is the following:

my opponent moves to withered heat with HL 2 and i play true cold drake. He plays dragon's hunger and i response by playing river, thereafter, i discard the creature for dragon's hunger and HL is reduced. Can my opponent respond to river by playing another dragon's hunger (i discard the creature) so the HL would be reduced again to 0 and the river would be fizzled?

Chain of Effects:

1) Drake declares and resolves so that there is an attack on which Dragon's Hunger can be played. HL=1.

2) Opponent declares Dragon's Hunger.
Playable on a Dragon or Drake attack. If one is available, opponent must discard a hazard creature from his hand; this reduces the company's hazard limit by one. Otherwise, the attack is cancelled.
3) You respond with a river.

4) Your opponent responds with another Dragon's hunger. This is a valid play because the attack has not been cancelled yet. It can only be cancelled when Dragon's Hunger resolves.

You seem to be assuming that you discard the creature upon declaration of Dragon's Hunger. This effect will not happen until the cards resolve. Therefore, assuming no other cards are played in response:

4) Dragon's Hunger Resolves. The attack is either cancelled or the HL is reduced by one. In other words, it is at this point that a creature must be discarded from your hand if available.

3) River resolves (if there is hazard limit left).

2) The second Dragon's Hunger resolves. It will fizzle completely if the attack has already been cancelled. Otherwise, it will take effect and either cancel the attack or lower the HL.
