Playing a War-warg potentially taps a site. It will not tap an already tapped site.
But War-warg may not be played at hero site, despite of second sentence.

Resource card has potential of tapping a site even if site has not potential of tapping.

EDIT: "being tapped" -> "tapping"
We will not speak of such things even in the morning of the Shire.
