Is the Strider card overpowered?

The Strider character description allows Strider to tap and retrieve from the discard pile any item playable at his site in Arthedain, Cardolan, Rhuduar and The Shire. Does this apply to ring special items like the One Ring? My guess is the item needs to be specifically keyed to the site either in the description on the site card, or in the description on the item (for example 'Gold belt of Lorien').

Otherwise, if Strider and Gandalf (for example) are in Rivendell testing rings, Gandalf taps to test a ring, he rolls a 12 and gets The One Ring, Strider then taps and pulls the card from his discard pile and immediately replaces the tested ring with it. If this is the case it is surely overpowered. Also would negate the need for 'Rumours of Rings' as a starting minor item entirely. Would be a great approach for a one ring deck though, and would also make all rings much easier to play.

Special item rings that may be played in result of testing of gold rings are not items playable at site or played at site. Even if they are played with company at some site. If they would be played with moving company it would not make them playable "en route", or played "at" some site path.
We will not speak of such things even in the morning of the Shire.

Yes - I think this has to be correct, just checking really what others thought. Really if you could play The One Ring like this it would be broken.

Strider's effect is: "Tap Strider to search your discard pile for any one item, ally, or faction playable at his current site-the site must be in Arthedain, Cardolan, Rhudaur, or The Shire." The One Ring is "Playable only with a Gold Ring and after a test indicates The One Ring.". The One Ring is not an item that is playable at any site in Arthedain, Cardolan, Rhudaur, or The Shire even though it can be played at the site. This same concept comes up here and there but the thing to recognize is that Strider's effect has a condition based on a property of the item/ally/faction card itself. On Strider, "playable" is an adjective defining the property of the card. The effect is not asking whether the item/ally/faction could actually be played, if it were in your hand, if you have an untapped character, if it is the site phase, if there is not an effect in play that would prevent such an item/ally/faction from being playable.
