The rule on Ringwraith Followers is: "A Ringwraith follower may not use any of its special abilities. Uvatha’s ability to automatically join another Ringwraith’s company is an exception to this."

But there is a clarification in the MELE Errata and Clarification:
RingwraithFollowers.PNG
RingwraithFollowers.PNG (30.65 KiB) Viewed 759 times
This is repeated in the CRF under "Ringwraith Followers"

They may not use the resources restricted to "your Ringwraith".
We will not speak of such things even in the morning of the Shire.

More precisely: Ringwraith Follower may not use abilities (of its card or other cards) that are referred by "(as) your Ringwraith".

This translates to:

A Ringwraith follower (see the previous page) may not use any of its special abilities. Ûvatha's ability to
automatically join another Ringwraith's company is an exception to this.

from Lidless Eye

in conjunction with

Ringwraith followers may still use magic as printed on their card.
from CRF.

I believe that first sentence of this post is an idea behind the rules.
And that this also applies to the resource cards; Bade to Rule and Ringwraith Unleashed may not by used by Ringwraith Follower.
We will not speak of such things even in the morning of the Shire.

Bade to Rule and the Unleashed cards all mention "your Ringwraith" or "as your Ringwraith." A Ringwraith Follower is not played "as your Ringwraith." Certain special abilities of Ringwraiths mention "as your Ringwraith" also. Is this what you are mentioning? Or something more?

The rules even say:
A Ringwraith follower may not use any of its special abilities. Uvatha’s ability to automatically join another Ringwraith’s company is an exception to this.

Uvatha's ability is a special ability. Of course this follows from the rules on Characters.

Special Abilities: Some characters have special abilities that are detailed on their cards. Special abilities include corruption check modifiers, influence bonuses, and prowess bonuses. For example, Shamas has an influence bonus against the Dunlending faction.

The rules limit the Ringwraith follower's use of their special abilities. Some text effects not "used". Maybe they are not even special abilities in that case.

They would stay in play until your next organization phase. If by the end of that phase they were not recontrolled by your Ringwraith, they would be discarded.
