Hazard: Permanent-event/Short-event

As a permanent-event, playable on a face-down agent who was brought into play this turn. When the agent is revealed, and if his home site is a [-me_bh-] or a [-me_fh-] , the site he came into play (which is not represented by a card) may legally be any [-me_bh-] or [-me_fh-] . Discard when the agent is revealed.
Alternatively, as a short-event, take any agent who has a home site that is a [-me_fh-] or [-me_bh-] from your play deck into your hand (reveal it to your opponent and reshuffle your deck).
What exactly means "(which is not represented by a card)"?

Does not need to be represented by card?
May not be represented by card?

If Nobody's Friend is on Gisulf and he did not move, may he be revealed at Gobel Mirlond or may he be revealed at Gobel Mirlond only if he moved there from other [-me_bh-] / [-me_fh-] not represented by card (Southron Oasis, Variag Camp, Drúadan Forest)?

MEDM Revealing An Agent:
If one of your agents is revealed before it has moved, you must immediately choose which home site it is at-place the appropriate site card with the agent. If you do not have such a site card in your location deck, discard the agent at the end of the current turn.
If one of your agents is revealed after it has moved, the first site card that was played must be one of its home sites or it must be in the same region as one of the agent’s home sites or it must be in a region adjacent to a region that contains one of the agent’s home sites.
"Not represented by a card" refers to it not being legally necessary to have the home site be one of the cards used to check the validity of the agent movement nor to provide a site card at all if the agent is at their home site. It might have been better phrased as "Not necessarily represented by a card."
