Really basic question - are your hazard permanent/long events active during your own turn

Haven't played in a few years, and I'm just going through some decks that I had built and trying to refresh on how to play again, so I apologize for the very basic question here, but I can't find a definitive answer in the comprehensive rules.
Are my own hazard permanent and long events active during my own (resource player) turn?
i.e. if I played Doors of Night as the hazard player on my opponent's turn, is Doors of Night then considered in play then for my opponent's hazards during my turn?
second example: if I play the long event Snowstorm on my opponent's turn, are my companies then also affected by it during my turn?
