This rule confused me:
A card that is “specific” to a certain avatar can only be included in a deck if its player declares that they are playing that avatar at the start of the game.
It's been pointed out to me that it means cards which use the specific word "specific" so it means all those cards which are "specific" to a specific fallen wizard or balrog, but not cards which are "Gandalf only" :-)
The rule could be clearer.
I don't understand why it is different to the rules in MEWH and MEBA rules it cites, e.g.:
In general opponent format, you must reveal the identity of your Fallen-wizard before the game begins
These are both more general (it applies whenever you have a fallen wizard) and more specific (it is very unambiguous when this applies).
So I'd suggest:
A player who is playing a fallen wizard or Balrog must reveal the identity of their avatar at the start of the game.

There are no cards that contain a phrase "Gandalf only".
Narya, An Untimely Brood, First of the Order may be included in deck/sideboard of Fallen Pallando player.

seems to be partly overlapping with:
If you are playing a Fallen-wizard, you must tell your opponent which Fallen-wizard
you are playing before choosing starting companies. If your opponent has normal
hero Wizard character cards in his play deck and/or sideboard that correspond to the
Fallen-wizard you have declared, he may replace those Wizard cards with an equal
number of other Wizard character cards that he has available. Your opponent may also
add 10 cards to his sideboard (these cards should be preselected for a Fallen-wizard
opponent).
to me.

But they also seems to me more precise than:
A player who is playing a fallen wizard or Balrog must reveal the identity of their avatar at the start of the game.
We will not speak of such things even in the morning of the Shire.
