I have played Riders of Rohan succesfully in Edoras (which taps). Edoras taps and would be discarded unless I leave a character in Edoras. I want to play a No Stranger at This Time but have to wait till I get it.
So next turn I get the card,
Playable during the site phase on a Free-hold [
