No Stranger at This Time

Hi all,
I have played Riders of Rohan succesfully in Edoras (which taps). Edoras taps and would be discarded unless I leave a character in Edoras. I want to play a No Stranger at This Time but have to wait till I get it.
So next turn I get the card,
Playable during the site phase on a Free-hold [![[-me_fh-]](./images/smilies/me_fh.png "Free Hold")
] or Border-hold [ ![[-me_bh-]](./images/smilies/me_bh.png "Border Hold")
] if you have played a faction there. This site is never discarded and never untaps for you.
I fullfill all requirements, so can I play ??
