Ringwraith movement

Can a Ringwraith with an orc follower move between havens

The rulebook says "Characters in a Ringwraith’s company can only be other Ringwraiths, unless at a Darkhaven. If a Ringwraith is played as a new company at a non-Darkhaven site that contains another company with non-Ringwraith characters, and if both companies are still there at the end of all movement/hazard phases when they would be forced to combine, immediately discard the non-Ringwraith company."

The first line suggest the orc may not be in his company, but the discard seems to be arranged at the end of M/H when he is at (the doorsteps?) of the other haven. The text only speaks on non-havens

I think that if a company contains characters that may not be in the same company unless at Haven, then such a company may not move.

"Characters in a Ringwraith’s company can only be other Ringwraiths, unless at a Darkhaven."
does not specify any forbidden activities that could cause a violation of the rule.

"If a Ringwraith is played as a new company at a non-Darkhaven site that contains another company with non-Ringwraith characters, and if both companies [...]"

does not say anything about the player's activity of player. Joining companies at the end of all companies' M/H phases is not activity of a player, but an effect enforced by rules.

Was argueing the same. His argument is that the Ringwraith - orc follower situation is never checked for in the M/H phase. Therefore the Org.Phase :allowed)and Site Phase :also allow (since we are at haven)

The only thing that is not sure for me is whether announcing a movement of Rinwraith+Orc company is forbidden, or whether the transition from not moving state to moving state is stopped.
When such a company announces its movement, it doesn't immediately violate the company composition rules. In the meantime (between announcing and transition), the composition of the company may change.
