Playing Hazard on eliminated company

A company of 1 moves (Haz. Lim. = 2)
I kill the character with my 1st hazard,
can I still play a 2nd? Like a permanent Nazgul

Nazgûl permanent-event is played against (rather than on) a company.
But if the company does not exist, it cannot be played against it.

Assume this holds true for all perm events like Minion Stir, Bane of Ithil Stone, Balrog of Moria etc

For any action.
If a company does not exist anymore, then no action may be declared in its M/H phase.
