A minion company has 2 leaders. Can it move between haven or is the 'limbo' in between enough to violate the rule :
"A company can only contain one leader unless at a haven."

If a company is in a moving state, then it is not at a haven.
So this is a violation of the rule.
P.S. Not sure whether such a company may use the Bill the Pony's ability, even if the destination site is Wizardhaven.
E.g. a company with two leaders is at The White Towers and has to be moved to Rivendell that is Wizardhaven (thanks to Mischief in a Mean Way).
Replacing the site card is considered movement, but does it mean that a company is in a moving state by any moment?
