Minion Scroll of Isildur may only be stored at Barad-Dur

I find the card text ambigeous

It MP says 3(5) and in text "may be stored at Barad-Dur for 5 MP)

Similar to "Sapling of the White tree", "Book of Mazarbul" I read this as, you can store it every where for 3 MP but you get 2 extra so 5 MP if you do it in a special place. So teh 'May' is an optional choice

Opponent says, it can ONLY be stored at Barad-Dur. So the 'may' is a hard choice (so better would have been 'Must')

So demand consistency from him.
And to apply the same reasoning for Sapling of the White Tree and Book of Mazarbul.
For Sapling of the White Tree, this would mean, among others, than Wizard's Trove could be used for its first effect only if the Wizardhaven in question happens to be Minas Tirith.

Guys from ICE have some curious things to say.

But in the next line, the same Lidless Eye says:
Note: If you store a gold ring, it is automatically tested (see Testing a Gold Ring).
Finally, the Glossary says:
Storing Cards: During your organization phase, taking a card from a character’ or company to your marshalling point pile. An item can normally be stored if its bearer is at a Darkhaven, but other cards require explicit instructions given on the card.
EDIT: "that Wizard's Trove" -> "than Wizard's Trove"

So I can store it everywhere, nowhere (new option) or only at Barad-Dur ?

"nowhere" is not a new option for minion Scroll of Isildur. The card is one of the cards that state that they can be stored when at a specific site.

I am not a dictator.
I think that Other cards may not be stored is a mistake. It should be "Other non-item cards may not be stored". Otherwise, it would contradict other mentioned statements.
Text of minion Scroll of Isildur does not say that it can be stored only at Barad-dûr. If it is not enough for your opponent, then see the implications for Sapling of the White Tree and Wizard's Trove.
We will not speak of such things even in the morning of the Shire.
