MELE Rules:

The target's prowess may also be modified due to the play of certain resource and hazard cards. Only one resource card requiring skill may be played against a given strike.

Suppose a character that faces a strike and plays Riksy Blow. If the Risky Blow is cancelled before it's resolution (Many Sorrows Befall or Blind to the West), is the character allowed to play another one?

Since it hasn't resolved, it was not successfully played, so I would say yes.
