Council of Elrond

Hello everyone...I AM NEW HERE. I was wondering about the main page of the COUNCIL OF ELROND (not the forums). On the main page there is a sign-in area, but there is no way to become a member. I am a member in the forums now but I can't sign-in using this user name and password on the main page. Am I doing something wrong? How do I sign up for the main website?
