Ok, just a quick question here..... as I am reacquainting myself with the cards.... it seems to me that there are a lot more non-English promo cards out there than there are English ones... is there a complete list of promo cards available anywhere?

No short list, no. But all of them are listed on mathom.es

Check all languages and then 'Promocionales'. A few prices are just insane but most are rather fair. Spanish promo cards are the most numerous because almost each one of them was printed in 3 different local languages.

If we consider all cards & all languages :
8 are german only
2 are german & french only
2 are dutch only
6 are spanish only

All other promo cards were printed in english, or are duplicate from common cards with the promo logo.
