I did more digging on the CRF, and it seems like "Ichabod" was hired by ICE to issue the rulings and create the CRF. I think he also worked on some of the products themselves (he has an interview in one of the newsletters). The CRF is just something that he did periodically at his own pace - after he made enough rulings that were "new" or "important," he would just incorporate them into the CRF, which was official for tournament play. CRF #15 seems to be the last official CRF, although there were some rulings that were made after that (Digest 579 and after).

Besides MECCG.net, I found a google archive of the rec.games.trading-cards.misc mailing list. There is a post there where Van Norton links to Ichabod's website, which was presumably hosting CRF #15.

But that website is long long gone. I have searched all sorts of ways and I cannot find an archive of any website hosting CRF 15 (besides the Dutch Council's complete listing). I can only find an older archive of CRF #11 and #12 using
