Official Game Rules

For the past two years (and even longer than that for me!), the Council of Elrond's Rules Committee has been working to compile a clear and precise MeCCG rulebook for CoE tournament play. I am both honored and humbled to present the “public beta” version of this very long work:
http://www.councilofelrond.org/rules
This is not an “all-in-one” compilation of ICE's oft-debated language (although such projects are super cool and admirable!), but rather a fully synthesized MeCCG rulebook “remastered” from the ground up with the organization, clarity, and precision that tournament play has previously lacked, with the overarching goal of preserving ICE's framework in a practical sense so that this rulebook can be used for casual play, as well. The above URL will be a permanent landing page for the CoE Official Game Rules of MeCCG which, when taken in conjunction with the CoE Official Card Database, should soon provide a comprehensive resource for both players and tournament organizers to ensure that everyone who participates in a CoE tournament can readily access and understand exactly which rules they and their opponent are abiding by. The plan is for this page to be a “living document” that can be easily updated as new rulings are issued moving forward (with an internal change log!), but anyone who prefers a hard copy version should be able to easily print an up-to-date copy or save it as a PDF.
Although hundreds upon hundreds of hours have been spent on this project, we recognize that there are almost certainly tweaks that still need to be made, which is why we are opening this “beta” version to the public in hopes that the collective eyes and minds of our community can help identify any remaining problems while the Rules Committee continues to revise on our end. Our goal is to proceed toward a “finalized” state by the end of this year, although some rulings will surely continue to evolve beyond that point; in the meantime, please e-mail meccgroc@gmail.com or you can always DM me (DamienX207) on the CoE forum or Discord with feedback. Is something not as clear and precise as it could be? Is there an obscure exception to a rule that we missed? Is there another citation that we could add for context? We definitely want to hear it, and appreciate your help!
Of course, compromise is essential when dealing with less precise literature like we are, so let's all please do our part to keep the CoE community as positive and supportive as possible. If you personally prefer to “play how you want” on your own time, you are still free to do so and we hope to see you across a game table some day!
With that said, we do want to hear constructive feedback! Again, please open a new topic on this subforum, shoot me a DM or e-mail meccgroc@gmail.com with any thoughts. And thank you for your support!!!
