Council of Elrond

We have added some minor clarifications to the CoE Tournament Policies, which can be found at https://www.councilofelrond.org/policies/ and are listed below:

• Tournament proposals should include the proposed format, policy/rule modifications, and/or estimated attendance fees

• The "German promo" cards are considered "official promotional cards" and thus are normally allowed for CoE tournament play (this was intended to be the case when the policies were initially drafted, but some players had expressed confusion over the wording)

• "New player" tournaments may require expanded time limits for each round (typically 3~ hours)
