If Umagaur the Pale is canceled with Tom Bombadil, can any number of non-unique Orc or Troll creatures still be played?

No, Tom Bombadil’s ability used on a declared hazard would cancel the hazard itself, meaning that any additional effects of the hazard wouldn’t resolve and thus Umagaur the Pale’s ability to allow any number of non-unique Orc or Troll hazards would never come into effect.

However, it is worth noting that if Umagaur the Pale resolves into combat, and then his attack is canceled (e.g. with Concealment), his ability to allow any number of non-unique Orc or Troll creatures would then be in effect because the company is considered to have faced Umagaur even if his attack is canceled (per Rule 3.i.1).
