Greetings My Lord.
Theoden is the first Atani-Lord. He is in the Gondor Division with Lord Denethor, Saruman,
and the Rhun Atani-Lord. Theoden will gather his Riders, battle-gear items, man factions,
and just fight all around Gondor. Three copies of Might Steed and Noble Steed will
allow any of the three moving companies to move six regions. There is a fourth company
that will squat to play sage resources with Treebeard...may be he wants news of the world
for those Entwives. Eowyn will be there with a Barrow-Blade Dagger in waiting to join
a moving company to just attack Ringwraiths. I will let you decide how her bonus
affects Ringwraiths.
Theoden will fight Dwar, who will be stationed at Udun. Dwar will attack Rohan and send
minions into Dunland to attack from Gap of Isen into Rohan.
Theoden will play Tower Raided in Nurn when Saruman visits a volcano. Theoden may use those healing sites, found in Hands of the Healer, on a world tour: head east to attack a weak minion company, then head to a healing site to heal. Move clockwise around Mordor, stopping in Nurn. This is an idea that I just thought about yesterday. Yes, it is dangerous. Horse allies are useful to move six regions. Some will die, but you may play more at Border-holds. Armory will be used for this moving company to easily play a food item while traveling since the item was already placed with that event. With so many Riders available, this tour sounds like a great idea to hinder desperate minion players.
Ahhh. You know you cannot have a Rohan deck without a hobbit. Yes, I had to fit one in. Theoden has room for one more character. Merry can play Horn of Eorl to fetch resource events. The deck is flexible to play Merry and have him bear Red Arrow to squat and fetch these events.
The hazards are what you expect from a people living among bare rock on the borders. Horse-lords, Ambusher, and Lawless Men roam the daytime. Pukel-men, Silent Watcher, and Wose Ambush lay in wait. Hazard events are there to punish visits to Shadow-holds or Dark-holds. Nine events target allies.
Stage resource, Royal Stables, allows this avatar to temporary "store" horse allies at Edoras. This is great.
