I like to set limitations on deck building.
The purposes of these limitation are to prevent a large advantage for one
side and to promote the use of other cards.


01-The most Gates of Morning cards used by a player is a maximum of two.
02-The most Doors of Night cards used by a player is a maximum of two.
03-The most Twilight cards used by a player is a maximum to two.

04-Max. Gates of Morning used by Heroes in one Division of 4 players is 4 cards.
05-Max. Doors of Night used by Minions in one Division of 4 players is 4 cards.
Dragon-Lords, Warlords, and Ringwraiths just have to make a deck with this limitation. Flip a coin and move on. :)
06-Max. Twilights used by a side of a Division of 4 players is 4 cards.

07-Max. Aware of Their Ways used by one side of a Division of 4 players is 0.
08-Max. number of the same hazard event used by one side of Division of 4 players is 3, except for certain cards(e.g. An Unexpected Outpost, Doors of Night, Twilight, Never Seen Him)
09-Max. Skies of Fire used by one side of a Division 4 players is 4 (that event is rarely used; I like to see more of it)

When making the Black Player hazard decks some use many agents that assume
to be used in specific regions. But, if you know that say Witch-king will face the
Gondor Division in Turn 5-8, then why not keep Firiel there causing trouble
if played on Turn 2? That will be apart of the meta-game. I see though that it
is not fair to know in advance of the opponents' turns.

This means that the turn sequence of Divisions will remain hidden until
the appropriate turn.


For example, Witchking is facing the Utter South Division for turns 1-4.
He plays Firiel face-down on turn 3. Turn 4 the Ringwraith decides to move
her west towards Eriador through Anfalas. At the end of turn 4 the
announcement is made to have Witchking face the Wilderland Division
for turns 5-8. doh! Now, does the agent change direction or stay on course
towards Eriador?

I have been updating all the Avatar Decks while playing fate.
Oh dear. some hazards are more common then they should.

The minions were good at limiting multiple creatures used then heroes.
That is minions had a few creatures used more than 4x; heros had many.
That is not fair. So I modified the decks and made hard decisions.

Now,
Heroes have only three creatures used more than 3x in their 20 decks.
Durin's Folk, Elves Upon E, Wandering Eldar all used 6x.

Minions it is:
Chill Douser, Ghosts, Ghouls used 6x each.

I also limited use of the hazard events. Before I had 27 events used more than 6x. Now, 14x including:
120-outpost
58-twilight
26-doors of night
13-nobody's friend
12-weariness of the heart and foolish words
10-never seen him and summons from long sleep
9-choking shadows, GSBuriedT, Rats, Fruitless Victory
8-Full of FR
7-cunning foes

Rats will go down to 6x soon. I finally got rid of some biases I have been carrying for years to do this.

Creatures seeing no use in avatar deck:
snow lion, Terror of H, demon whale, ELRW, Elven Archers
Assassin, Thief, Pickpocket, Orc Battalion, Glutan War-wolves

I made some new restrictions on my deck building to be more fair and to use more hazards.
The practice game yielded that time is now enough to use so many resources in the sideboard (up to 30).
Almost every player has 15 hazards in the sideboard.

Here are new restrictions (Hero & Minion alignments):

Creatures: max 3 copies per alignment, so six total at max
Hazard events: max 3 copies per alignment except for (Outpost, Twilight, Doors of Night, Never Seen Him, Nobody's Friend, Inner Cunning, Great Need or Purpose).
Hazard events: max 6 copies in the game except for(Outpost, Twilight, Doors of Night, Never Seen Him, Nobody's Friend).
Hazard Event Attack Enhancer: No more than 2 copies per alignment per division. The Moon is Dead x2 at the most for a minion Eriador Division.)
That means Gandalf cannot have 3 copies of Chill Them With Fear or Imrahil Beacons of Gondor.

Results:
non-Unique creatures not used: Hibernating Troll, Orc Battalion, Thief, Pick-pocket, Assassin, Lassaraukar, Demon Whale, Mumak, Terror of Halifirien.

There are some decks left to modify, so some of the above creatures can be removed from that list.


A switching of hazard decks with Scatha entering the fray resulting in joy to deck changes. Look who entered the game:
Bane of the Ithel-stone, The Balance of Things, The Black Enemy's Wrath, Peril Returned, Traitor, Drums, Cursed Journey.
Now only 11 cards (ex Dragons) in METW, METD, MEDM hazards are not in the 41 decks. Thought about allowing using
From the Pits of Angband for to fetch Dragon creatures only since 16 dragons are left. However, that event will be used
for the Power decks. But the minion's with the dragon creatures have Black Crows.


The Lidless Eye Warlord deck has the limitation of one copy of a permanent-event other than those for combat or The Nazgul are Abroad:
Out of the Black Sky, On Their Master's Errand, Withstand the Nine, Hunt for the Ring, Black Riders. This allows including Long Wailing Cry and Lost in Wilderness to increase the hazard limit.



I feel that these new limitations add flavor to the game when other cards are added.
