What to do when starting a Game Turn and players have conflicting effects in play such as Gates and Doors?

Current test game 1xxx has Turn 5 starting with Durlach with Doors of Night and Elrond with Gates of Morning.

Turn 5 starts a new Game Turn with Alignment Divisions(NW minion, Eriador hero) meeting for the first time.
Such a collision has been near me for 15 years.

Roll randomly to keep effect in play?
or
who has the highest MP or used sites? Stage card users are already hurt by MP since
each cost 1 MP / dragons yet to store rich items.
or
whichever alignment starts first keeps the effect; for now minions always start a turn, but
could random roll yet keep total first-turners equal for whole game.
or
remove both from play starting turn {this is my preference now}

Each Division gets 4 copies of Gates of Morning; no player can have more than 2 copies.
Each Division gets 4 copies of Doors of Night; no player can have more than 2 copies.

Identity of Division Match-ups remain secret until Group Turn starts; this prevents
strategy to hold such a card on the last turn of a Group Turn knowing card will
be potentially lost on the next turn.

The lowest MP sounds like the best for the highest MP player already
as an advantage, so limiting that advantage I feel is best for everyone.

What if the MP totals are the same?
Then the summing of each alignment's MP total for that Group will be compared.
