Does this card enable you to play agent characters?

Say I am an Elf-lord, may I bring Dúnadan agent characters (with up to a 7 mind) into play or start with them if Companions of the Eldar Days is in play?

Your Elf and Dúnadan characters and factions are each worth full When your Dúnadan character taps to support an Elf in his company (or vice versa), he gives +2 to the or prowess (instead of +1). Discard to bring one Elf or Dúnadan character into play during the organization phase at your Lordhaven ; he must have a home site in the same territory as the Lordhaven (or in an adjacent region).

for agent in starting company you need, Thrall of his Voice, Open to the Summons, Draw Swords Together, or when starting at the agent's HS
