There is a minor item offering deck and you can receive a card of this deck when you tap an untapped character, but :
1) Can you play this card immedialty with the caracter you just tapped ? If yes, what about if the card can't be play there ? (Hoard minor item on a non-hoard site, twice-baked cake on a non free or border hold)
OR
2) You draw a minor item by tapping a character, and you keep it your hand until playing it later (and tapping a character to play it)
How manage special minor items?
The way i played it is that you can tap one character whenever you play a ressource that taps a site as per the standart rules. Then you can draw a random minor item from the minor item pile. The hoard item rule is ignored. Special items like twice-baked cake where not included in the minor item pile.
That way you can always play a minor item if you manage to play a ressource and have one more untapped character.
But I know there are many more Arda variants...

Ok thanks for your response, but it's your own house rules.
What about the "official" way of play ? when you don't ignore Hoard rules and when you want to use special item.

I don't know what is meant by official since ARDA is in now way official. I suppose if you track down Joe, the creator of ARDA he could tell you what he does.
The way I've always used the Minor Item deck is at the beginning of the game four minor items are turned face up. Players can claim any of those items by going to the appropriate site, where such minor items are playable (i.e. horde items at a dragon automatic attack site and Ent Draught as Wellinghall, etc.) Every turn, the left most minor item is discarded and a new minor item is taken from the top of the deck and placed in the right-most slot.
