On the off chance there needs to be a qualifier round, we should have the qualified players from each nation, plus number of qualifing seats they get.

Frodo wrote:As you must know, many members of our community have been clamoring for changes in our tournament structure. Already one significant change has been made: Marc Roca is eliminating the open qualifier round at Worlds 2009. However, I believe there are other ideas for change that have broad popular support from the community, and therefore should be passed by us. It may feel a little strange for our Council to be finally passing such dramatic changes to the game, but we are losing players faster than the United States economy is falling, so I believe we need to take proscriptive action, and try our hands at some solutions.

Qualifiers are really not necessary. Be glad for every guy who is willing to play!

Is there any rule or guideline how many participants from different countries are must be there at the championship - that they can elect a world champion?

Not sure if this is what you were asking, and if it is up to date, but might help:
(1)There shall be 12 non-sliding prequalified slots for Worlds:
4 slots for the top four finalists of the previous year Worlds
4 slots for the organizers of the previous year Worlds
2 slots for the top two finalists of the previous year European Championships
2 slots for the organizers of the previous year European championships

There shall also be sliding prequalified slots for Worlds:
4 slots for the United States
2 slots for Germany
2 slots for the Netherlands
2 slots for Spain
1 slot for each other country with an active national council
1 extra slot for the host country
