A Universal Rules Document?

CoE Website, Rules wrote: The Judge Certification Program is also working on two further rules projects: (1) a Universal Rulesbook, which will incorporate the seven files listed above into a single svelte document, and (2) an updated CRF, so that players need not search through hundreds of digests.
Whatever happened to this? Who's in charge?

If this was taken on by somebody who is no longer very active for any reason, I volunteer to make one. And post an expected outline and schedule. And regularly check this thread for people heckling me to get the thing finished.

I'll give roughly three days for the person in charge of this to respond, and then I'll just go ahead. :)

if you ask me, you can go ahead. Anyways, judge certification program is quite dead in all senses, it would be good to reanimate it... But i'm not sure if we have an active "big level judge" that can certificate another "new judges"

oppinions?

I still will likely start in . . . two days, now . . . because I feel it best to do it while I've still got the motivation. If nothing else, I can always post it somewhere as a fan document. :)

All right. Here will be the version plan/schedule:

1.0 All basic rules incorporated
2.0 All non-card-specific CRF rulings incorporated
3.0 All non-card-specific NetRep rulings incorporated
4.0 All card-specific rulings from either source incorporated

This plan allows for definite updates without having the Universal Rules Document be bogged down by too many details and sources at any given point.

And here will be the structure of the document. I am most definitely not following the structure of the ICE documents:

II. Glossary of Terms
(This will cover card attributes and other items not covered in detail below)

III. Player Turn Summary
(This will not describe game mechanics other than to describe what actions you can take in a given phase)
A. Building a Deck
1. Location Deck
2. Play Deck
3. Sideboard
B. Starting Cards
C. Untap Phase
D. Organization Phase
E. Long Event Phase
F. Movement/Hazard Phase
G. Site Phase
H. End-of-Turn Phase
I. Victory Conditions
1. Eliminating Your Opponent's Avatar
2. Winning By Means Of The One Ring
3. Winning By Means Of Marshalling Points

IV. Game Mechanics
A. Timing And Actions
B. Active Conditions of Actions
C. Actions Caused as a Result of Passive Conditions
D. Tapping and Untapping
E. Healing
F. Playing Character Cards
1. Playing Avatars
2. Playing Characters
3. Playing Ringwraith Followers
4. Organizing Characters and Companies
5. Playing Characters as the Result of a Successful Influence Attempt Against Your Opponent
G. Playing Ally Cards (will also include Influence Attempt Rules)
H. Playing Faction Cards (including Influencing them away from an opponent)
I. Playing Item Cards (including Influencing them away from an opponent)
J. Playing Resource Permanent Events
K. Playing Resource Long Events
L. Playing Resource Short Events
M. Playing Hazard Creatures
N. Playing Hazard Events
O. Playing Agent Hazards
P. Combat As The Result of Creatures
Q. Combat As The Result of Automatic Attacks
R. Combat As The Result of Agent Attacks
S. Combat As The Result of an Opposing Company
T. Corruption
U. Movement
1. Starter Movement
2. Region Movement
3. Under-deeps Movement
4. Special Movement

I will also include, where I believe necessary, asides explaining difficult/controversial cards and how they interact with the rules. I also intend to give advice for judges/tournament organizers on adjudicating situations (most notably with timing/actions).

Feel free to point out any potential topics I missed.

Mark Alfano had worked on a compilation of the rules.
See this old post :

It could be interesting to you to ask him for this document.

Unless something drastic happens, I should be done with 1.0 by at least August 14th. At this point I'm not sure I'd like to have to integrate another person's work.

Besides, (and I say this entirely without rancor), if he were still interested in Middle Earth, he would have checked these forums in the past three days. This was why I waited a full three days.

Version 0.1 is done: METW rules integrated, with a smattering of MELE and CRF. It's remarkable how many ridiculous rules situations don't exist at the moment. :)

Version 0.25 is done: METD rules are integrated. Only MEAS has the chance to be easier. :)
