Is the spoiler hosted on
http://councilofelrond.org/spoiler-list/ the latest version of the document? Also, would it be feasible to update the spoiler once the ARV is done and dusted?

So far as I know, the Spoiler Lists on our home page are the latest versions. If you come across something which indicates otherwise, please let me know.
Yes, the plan is to update the Spoiler Lists after the 2018 ARV and after the publication of the new, official URD. So likely sometime this Fall the Spoilers will be updated.

When updating it, don't forget to add all the text of "Ride against the enemy" which last part is missing
