To my understanding the rules, which are butchered. Follow this line of thinking, in order?

Latest Rule Book or Combination there of (Balrog, LE, Wizards, etc)
Rules Inserts for any specific Expansion
CRF
CoL Tournament Policy
NetRep Digests
CoE Errata

Those are the only official rules in standard tournament play.

The companion rule books, universal rules document, etc are not cannon for rules.
