His card text says

May tap at the end of his company's movement/hazard phase to allow it to move to an additional site on the same turn. Another site card may be played and another movement/hazard phase immediately follows for his company. The new site path must contain at least one Wilderness.

But the rules on moving to a Haven says:

"Haven site cards and Darkhaven site cards do not have a site path"

So the question is, can he move to a have (as the wilderness is in his current actual site path) or not (as there is no haven is in the Haven site path)?

I tend to read the card text as the actual moving site path, opponent thinks the second one with the rules annotation for Havens is correct

The obvious background is the Carambor-Carrosell between a Fallen-Haven (The White Towers) and a Hidden/Guarded Haven Weathertop. You walk in between (1 wilderness), make sure Carambor untaps in a haven and thus can repeat infinetly....

There is a company's site path and a site's site path.

Its company is not stopping at its new site if it takes a new M/H phase after completion of the current M/H phase. Under current rules, it is not even considered to be at its new site even if it does not take a new M/H phase immediatelly after completion of its current M/H phase.
And a Haven itself does not have any property that would untap a character at the Haven.
We will not speak of such things even in the morning of the Shire.

That is another question but acchieveable with just two cards in play (well one of the two would be enough).

Washed and refreshed: Straighten characters at the beginning of the movement when you put a new site you move to.
Healing of Nimrodel: You untap characters when you move to a Haven at the end of the movement phase

Still is moving from weathertop to the White Towers a legal action (site path is 1 wilderness, but The White towers has no wilderness and is a haven)

Both untapping abilities are set for the whole round in Org.Phase and doesnt end after the first MH

Lidless Eye, Glossary wrote:Site Path, Site’s: The sequence of region type listed on a site’s card.

Site Path, Company’s: The sequence of region (by name and by type) through which a moving company moves. Most effects that refer to a site path mean a company’s site path. However, you must be sure to recognize those effects that refer to a site’s site path.
This places the entire responsibility for distinguishing between a site's site path and a company's site path on players.

If "The new site path" in the text of Carambor means the new company's site path, then Carambor's company may take an additional M/H phase if the new company's site path contains [-me_wi-], even if its new new site does not have (site's) site path.
