umm... i don't think it was ICE's intention to let this card be playable against minions, anyway, they worded many things in a wrong way (just take a look at many coloured robes ) that this doesn't surprise me...

Many wordings are unfortunate, but they're all we have to go by. ICE's intentions can only be define by ICE themselves.

Some cards do nothing if there is no agent benefying from its effects, but that cards does not require agent.

The current ruling is that Inner Cunning requires an agent and cannot be played against RW/Sauron opponents. The same naturally applies to Nobody's Friend.
