I believe also that for starter movement a number of regions in company's site path is determined by number of region symbols on non-Haven site card. And that the number remains unchanged regardless of cards like Hey! come merry dol! .

My personal interpretation. I have heard a different opinion (that a number of regions in company's site path is always equal to number of region symbols in company's site path).
Something official in that matter:

I cannot take it as is. After all a company using Belegaer has a site path, as stated by Belegaer card.
I'm suspecting that by "companies that actually have a site path" ICE tried to express "companies that actually have regions in a site path".

Yes. Hey! come merry dol! affects only a region symbols in company's site path. Region symbols in Lossadan Cairn's site path are not affected.
