umm... i don't think it was ICE's intention to let this card be playable against minions, anyway, they worded many things in a wrong way (just take a look at many coloured robes :P ) that this doesn't surprise me...

Many wordings are unfortunate, but they're all we have to go by. ICE's intentions can only be define by ICE themselves.

cannot be played against Ringwraith or Sauron.

Only thing that must be ruled is whether given card requires agent or not.
Some cards do nothing if there is no agent benefying from its effects, but that cards does not require agent.

I don't think that recycling dragon factions with Parsimony of Seclusion or From The Pits of Angband was ICE's intention, but it does not matter.

Actually this does answer the question, even though Chad could have been more accurate with his reply.

The current ruling is that Inner Cunning requires an agent and cannot be played against RW/Sauron opponents. The same naturally applies to Nobody's Friend.
